Keiji Itami

When Kafka Hibino of the Third Division was revealed to be Kaiju No. 8, Keiji Itami initially suggested disposing of him and converting him into weaponry. However, Director General Isao Shinomiya instead ordered that Kafka be secured at the Ariake Maritime Base. Upon Kafka’s arrival, Keiji observed alongside Kikoru Shinomiya as Isao engaged Kafka in combat, puzzled by Isao’s decision not to kill him immediately.

From a temporary base, Keiji Itami, Isao Shinomiya, and Juzo Nogizaka observed the First Division’s battle against Kaiju No. 9 and the Ant-type Kaiju. When Kaiju No. 9’s true body appeared to extract Kaiju No. 2’s power from Isao, Keiji prevented Juzo from joining the fight, following Director General Isao’s orders, and oversaw the area’s evacuation. After the battle and Isao’s death, Keiji and Juzo attended his funeral alongside the rest of the First Division at the Ariake Maritime Base.

During the Anti-No. 9 Eastern Divisional Conference, Keiji Itami, as the newly appointed Director General of the Defense Force, instructed Third Division Vice-Captain Soshiro Hoshina to present insights obtained from Kaiju No. 10 regarding Kaiju No. 9 and its plans. Later, Keiji, along with other high-ranking Defense Force officials, convened to review the unresolved Kaiju incidents from the past month and to develop a strategy to confront the impending cataclysm caused by the new surge of No. 9 activity.

During the Cataclysms, Keiji Itami observed the Defense Force’s engagements with multiple Kaiju across Japan from the Ariake Maritime Base. He watched as Kikoru Shinomiya was deployed with her new Numbers Weapon 4. Witnessing her combat at the National Diet Building, Keiji recognized that Kikoru exhibited qualities of both her parents, not solely her mother, Hikari Shinomiya.

As the new quintet of Identified Kaiju emerged, Keiji Itami realized that no reinforcements were available, noting that confronting such powerful Kaiju typically required a platoon of captain-level officers rather than a first-year rookie like Kikoru Shinomiya. While observing Kikoru’s battle with Kaiju No. 15, he grew concerned until noticing her mid-fight improvement, theorizing that she was drawing strength from her mother Hikari Shinomiya’s ghost through the memories embedded in Numbers Weapon 4. Later, when No. 15 employed its mental powers to incapacitate Kikoru, Keiji pondered the precision of these new Identified Kaiju, concluding that they had likely been engineered to target and eliminate specific Defense Force members.

After Mina Ashiro eliminated Kaiju No. 14, ending the Second Wave, Keiji Itami listened in shock as Kaiju No. 9 broadcast a message through Defense Force communications, declaring the war its victory. His surprise intensified when Akira Kurusu reported that No. 9 had appeared at Tachikawa Base.
